Amendment No. 3 was offered by Representative Carpenter: Page 101, following line 26: Insert a new subsection to read: "(f) The sum of $1,000,000,000 is appropriated from the earnings reserve account (AS 37.13.145) to the Department of Administration for deposit in the defined benefit plan account in the public employees' retirement system as an additional state contribution for the fiscal year ending June 30, 2022." Page 106, line 9, following "(c)": Insert "and (f)" Representative Carpenter moved and asked unanimous consent that Amendment No. 3 be adopted. Representative Edgmon objected. Representative Fields rose to a point of order regarding debate, stating that a member should not interpret another member's remarks or motives. Representative McCabe rose to a point of order requesting the member to cite the relevant rule. Representative Fields cited Section 123 of Mason's Manual.
